A prominent Charlotte civil rights law firm is deciding whether to sue the city of Asheville over an incident in which a white Asheville Police Department officer apparently beat, strangled and used a stun-gun on a black pedestrian, Carolina Public Press confirmed Friday.

Police body camera video obtained by the Citizen Times newspaper of Asheville, NC, shows Officer Chris Hickman, who is white, striking the head of Johnnie Jermaine Rush while Rush was being violently restrained by Hickman and another officer.

Hickman was removed from patrol duty a day after the incident and resigned from his position with the Asheville Police Department in January before he was expected to be terminated, a timeline reported by the Asheville City Council revealed.

The city also filed a petition Monday asking for more body-camera recordings of the incident to be released on belief that doing so "is necessary to provide the public with full disclosure of the circumstances surrounding the arrest" and "to provide the public with all relevant information to understand the events that transpired".

An arrest warrant for Hickman notes that he struck Rush multiple times, causing abrasions and swelling to his head.

Rush reportedly curses, which angered Hickman enough to order him to place his hands behind his back.

The Buncombe County District Attorney's Office announced that Christopher Hickman was arrested late Thursday.

The video sparked outrage in the community and citizens were questioning the police chief about why the video was withheld from the public for so long.

Hickman shouts "Motherfucker" as he chases, saying "You know what's amusing, you're going to get fucked up hardcore" as he continues to pursue Johnnie.

Hickman resigned his post in January. The FBI is now investigating.

A Wednesday meeting of a citizen's police advisory board began with Police Chief Tammy Hooper offering a timeline of what she called "a very egregious and violent episode". "I'm not going to lie about that", Hickman later says. Nor that charges against Rush, disproven by the bodycam video, were dropped.
