President Nicolas Maduro was barred from attending the summit his aims to put on a presidential elections that a sham is considered by lots of governments and that the opposition is boycotting.

Pence was whisked away from the Summit of the Americas late Friday so he could inform USA congressional leaders by phone of Trump's plans to announce the missile strikes.

Trump has partially rolled back former President Barack Obama's diplomatic opening with the communist island.

Without some of the headlining names in the region in attendance, perhaps the most interesting speech came from Bolivian President Evo Morales, who spoke out against the US government, calling it "the principal enemy against freedom, against democracy, against Mother Earth, and against multilateralism".

"We want one message to be clear: We are with the people of Venezuela", Pence said at the United States ambassador's residence, seated with a group of Venezuelan opposition leaders.

Opposition leader David Smolansky says Maduro's government "has become a threat to the region".

"Everyone who attacks Venezuela ends up losing; the Summit of the Americas has been a complete failure", said Maduro, whose invitation to the April 13 and 14 conference was rescinded by Peru's President Pedro Pablo Kuczynski.

Pence said Friday in Lima, Peru, that the aid will help Venezuelans in Colombia and Brazil access safe drinking water, shelters, and work and educational opportunities.

U.S. Secretary of State John Sullivan met in Peru with authorities from Honduras, Guatemala, El Salvador and Mexico on Friday to address issues related to security, the U.S. administration informed. He was meeting with Venezuelan opposition leaders.

The vice president on Saturday praised Chile as a strong US ally as the two leaders met along the sidelines of the Summit of the Americas in Lima, Peru.

Argentine President Mauricio Macri and Chilean President Sebastian Piñera, among others, repudiated Syria's use of chemical weapons but expressed caution at escalating the situation following the US attacks on Damascus. He'll also discuss the influence of Chinese trade in the region. And with tensions simmering over trade, Pence expressed hope alongside Canadian Prime Minister Justin Trudeau that the three nations could soon agree to a renegotiated North American Free Trade Agreement.

Maduro was not invited to the summit - but said he would not attend.

Vice President Mike Pence plans to promote the U.S.as a steady trading partner and press Latin American partners to further isolate Venezuela during his weekend trip to Peru. Trudeau condemned the use of chemical weapons, saying "those responsible must be brought to justice".
