More recently, the U.S. Commerce Department issued an export ban that keeps U.S. firms from selling to it. ZTE is trying to get it reversed, and just last week they halted major operating activities.

"President Xi of China, and I, are working together to give massive Chinese phone company, ZTE, a way to get back into business, fast", Trump tweeted Sunday afternoon, while spending time at his namesake golf course in Sterling, Virginia.

President Donald Trump's surprise Sunday directive to his Commerce Department to back off an earlier decision and help Chinese telecom giant ZTE Corp. was the opposite of what two of his cabinet secretaries urged in 2016 when they were members of Congress. American companies are said to supply 25% to 30% of components used by ZTE, which makes smartphones and gear for telecom networks.

The Commerce Department, ZTE and the Chinese embassy in Washington could not immediately be reached for comment.

"Trump may have recognized that backing off on ZTE clears the path for him to claim at least a partial victory in the US-China trade dispute based on the concessions the Chinese seem prepared to offer". The president has taken a tough stance on what his administration deems unfair trade practices by the Chinese government. In this case, ZTE's infringements are so major - trade violations and national security concerns - that it is hard to envisage the company getting a pass, even with support from the White House.

That cut off access to the USA technology it needs to build most of its products, from Qualcomm's semiconductors to optical chips from Lumentum Holdings.

The US accused ZTE of misleading American regulators after it settled charges of violating sanctions against North Korea and Iran.

Without specifying companies or countries, Federal Communications Commission Chairman Ajit Pai recently said "hidden "backdoors" to our networks in routers, switches, and other network equipment can allow hostile foreign powers to inject viruses and other malware, steal Americans' private data, spy on US businesses, and more".

"But be cool, it will all work out!" he wrote. Lumentum Holdings and Acacia Communications Inc. sold key optical equipment.
