For second time in 2 years, flash floods ravage Ellicott City, Maryland

Ellicott City, which is just outside Baltimore, was experiencing "significant" flash flooding, Fox 5 reported.

Howard County Executive Allan H. Kittleman characterised the flooding as "very bad".

Maryland Gov. Larry Hogan tweeted that people should use extreme caution and heed all of the weather advisories.

Kittleman said he considers the damage worse than the flooding two summers ago.

A flash flood warning is in effect for Howard County, Md. until 10:30 p.m., while the Washington, D.C. area, including parts of Northern Virginia, is under a flash flood watch until 2 a.m. Monday.

"They say this is a once every 1000-year flood and we've had two of them in two years", Mr Hogan said, referring to an earlier emergency in 2016. He said he thought the flooding could ultimately be worse than what was seen in Ellicott City in 2016.

The heavy rain led to evacuations and at least 20 rescues across the region, including several people rescued from a West Baltimore bus, the Baltimore Sun reports.

Baltimore County Fire Department spokeswoman Elise Armacost said: "If you don't have to be outside, you shouldn't be".

Some Baltimore County roads were also flooded. Howard County officials announced they were opening an emergency operations center to manage its response.
