Trump raises 204-year-old grievance as trade war with Canada intensifies

Trudeau has publicly denounced the "national security" justification for the new tariffs.

And in answer to a question whether the United States will respect World Trade Organisation (WTO) decisions on disputes Mr Kudlow said "We are bound by the national interests here more than anything else".

The French presidency official said that if a final communique were issued, France would insist it mentioned the Paris accord on climate change that Trump withdrew from a year ago.

The meeting with Trudeau could be particularly frosty, given Trump's recent sharp criticism of Canada's trade policies and the anger in Ottawa over Washington's decision to justify its new tariffs on national security grounds.

In April, Canada tried to address what Trump said were concerns about Chinese steel and aluminum being dumped into Canada and then being shipped into the United States.

It was the understanding of Canadians officials at the time that this would satisfy the Trump administration and allow for Canada to receive a permanent exemption from tariffs.

President Trump is trying to rewrite the terms and conditions of the global order specifically with regard to trade, security, and worldwide agreements and organisations, by "leveraging the dollar, market access, and military advantages", said Dr Inderjeet Parmar professor of professor of worldwide politics at the City, University of London.
