Yet critics say that's a mistake, arguing that the FCC has the expertise and ability to regulate the internet industry, given that the agency's bailiwick is communication networks.

As chairman of the Federal Communications Commission, Ajit Pai spearheaded the repeal of the agency's net-neutrality rules. The old rules, called Protecting and Promoting the Open Internet, prohibited internet providers from blocking or slowing down websites or prioritizing their content over others.

For instance, both the ISPs and the FCC have claimed that net neutrality has hurt investment.

"It's business as usual on the internet today - movies are streaming, e-commerce is thriving, and advocates are using the internet to make their voices heard", said Jonathan Spalter, president of broadband trade group USTelecom, which counts AT&T and Verizon as members, in a statement Monday. The repeal of net neutrality is also good for consumers, says Pai, because it puts authority over ISPs back into the hands of the FTC.

More than 20 states sued the government to stop the repeal, as did the public-interest group Free Press and the think tank Open Technology Institute and Firefox browser maker Mozilla. Some states are creating their own net neutrality rules, but are barred by the FCC from implementing them. According to the National Council of State Legislatures, governors in six states - New Jersey, New York, Montana, Rhode Island, Vermont and Hawaii - have signed executive orders upholding net neutrality, and three - Washington, Vermont and OR - have enacted legislation that does so.
