A man who was recorded haranguing a woman for wearing a Puerto Rico flag shirt at an IL park has been charged with a hate crime.

The Forest Preserves of Cook County said in a statement late Wednesday that the officer, later identified as Patrick Connor, "no longer serves in the police department", adding that he had resigned earlier that day.

Victim Mia Irizzary posted a Facebook Live video of Trybus, who was apparently drunk, who aggressively got in her face and yelled 'Why is she wearing that s**t?' and asking 'Are you a citizen?'

"You should not be wearing that in the United States of America". "He repeatedly let this man approach this young lady, and yet when her brother tried to intervene, he told him to step back", Arroyo told the Sun-Times.

Later, she says: "Officer, I feel entirely uncomfortable, can you remove... please, officer" as the officer is seen walking away from her.

Cook County Forest Preserve officials said Thursday they had planned to interview the officer involved in a now-viral Puerto Rico t-shirt video - but that he resigned before they could do so.

Connor, who has been with the force since 2006, was scheduled for a disciplinary hearing Thursday.

Timothy Trybus, 62, of Des Plaines was charged with two felony counts of committing a hate crime in addition to the misdemeanour counts of assault and disorderly conduct he already faced, the Cook County State's Attorney's Office said. "I told him I felt uncomfortable multiple times and he didn't do anything".

Irizarry said she received an apology from the forest preserve shortly after she posted the video.

"The video does not look good, but anybody who is a football fan knows that the video does not tell the whole story", Tamara Cummings, general counsel for the Illinois Fraternal Order of Police Labor Council, said.

Forest preserve officials said they "are further addressing aspects of this incident" and more details are forthcoming.

Irizarry can be heard explaining to the officer that the incident began when they had asked the group the man was in if they could move as they had a permit for the area.

The video shows Trybus continuing to confront Irizarry and her friends for about 10 minutes before additional police officers arrive and eventually arrest him. She said the group politely complied but her Puerto Rico shirt appeared to act as a trigger to the man.

Preckwinkle called the video "completely unacceptable" and said she was "troubled" by the officer's response to the "terrible" incident. "This is not the America we all believe in".
