City council had already been scheduled to vote on a series of gun-related initiatives Tuesday night, but the issue took on a new urgency after the shooting on Danforth Avenue claimed the lives of 10-year-old Julianna Kozis of Markham, Ont., and 18-year-old Reese Fallon of Toronto.

Police have identified the suspect in Sunday night's shooting on a busy Toronto street as Faisal Hussain, 29. It is unknown if Hussain was shot by police or if he took his own life.

A statement from the family of Hussain said their son had severe mental health challenges that the struggled with psychosis and depression. "There are reasons to be skeptical", said Stephanie Carvin, a professor of worldwide relations at Carleton University, whose research focuses on domestic and global security, terrorism and technology.

Hussain's family later came forward about the massacre that had been carried out.

"Our hearts are in pieces for the victims and for our city as we all come to grips with this awful tragedy", they said.

"On Monday we didn't reopen to mourn the lives lost", Kilanis said.

Toronto Police Chief Mark Saunders said 15 people in total, including the gunman, were "struck by gunfire".

Mayor John Tory has also questioned why anybody would need a gun in Toronto. "This is an attack against innocent families and our entire city".

The city leader acknowledged on Monday that Toronto has a firearms problem.

Fallon had recently graduated from a local high school and was preparing to study nursing at Hamilton's McMaster University in the fall. He did not name the victims, who included eight women and girls, and seven men.

Three more patients are also at the hospital, though a spokesperson said one may be discharged soon.

Other witnesses posted photos and videos online, including a clip that appears to show a man, clad in black and carrying a satchel, walk a few steps before lifting his arms in front of him as gunshots ring out.

The shooting began around 10 p.m. on Sunday and only ended after two police officers exchanged gunfire with the shooter on a sidestreet near the site of the carnage, authorities said. A postmortem will be conducted on Tuesday, Special Investigations Unit spokeswoman Monica Hudon said.

Six worshipers died in a fusillade of bullets from a handgun the shooter used after a semi-automatic rifle he first pointed at the crowd leaving the mosque jammed after the first shot. "They were all out tonight walking, having their dinner ... it's just unbelievable in this neighborhood", one witness said.

The teen "was highly regarded by staff and loved by her friends", Malloy said in a statement.
