The President said it would not make sense to build such centers in France as it was not a landing destination for migrants coming across the Mediterranean Sea, adding that under worldwide maritime law, it is the country nearest to a rescue site that must take in those migrants.

The deal envisages the setting up of secure centres for migrants in the bloc, "disembarkation platforms" in North Africa and sharing out refugees among member states.

European sources said several countries, including France, Italy and Spain, had proposed centres to process asylum seekers arriving on European shores.

German Chancellor Angela Merkel has drawn up a raft of measures to tighten controls on the influx of migrants, according to a document submitted to her coalition partners Saturday as she battles for political survival, reported AFP.

Under the understanding with Greece and Spain, the two countries would be "ready to take back asylum seekers who in the future are identified by German authorities at the German-Austrian border" and who already have fingerprints in the EU's asylum database. The proposition of countries volunteering to set up controlled migrant processing centres is one of many vague points of the deal.

European leaders agreed on Friday morning at 4:40 a.m.to push for screening centers in African countries where asylum claims could be evaluated, thus reducing the number of migrants who employ smugglers and attempt the unsafe journey across the Mediterranean Sea - in some cases only to have their asylum applications rejected.

So-called secondary movements are at the heart of tensions between German Chancellor Angela Merkel and her main government ally, the CSU, which threatened to unilaterally turn back migrants already registered elsewhere upon arrival on the German border.

"After this European summit, Europe is more responsible and offers more solidarity", said Italian Prime Minister Giuseppe Conte.

The euro jumped 0.6 per cent on news of the deal while French President Emmanuel Macron declared that European cooperation "has won the day".

Europe's leaders got the bitter taste of what anti-system diplomacy, or creative disruption means.

That standoff reflects the fraught politics of migration, with Bavarian conservatives facing a strong challenge from the far-right, anti-immigration party Alternative for Germany in state elections in October.

The UN gave a cautious welcome on Friday to a migration deal reached by European Union leaders, while urging member states to share responsibility and help frontline countries led by Italy.

According to the document sent to the CSU and fellow coalition partner the Social Democratic Party, Merkel is proposing that migrants arriving in Germany who first registered in another European Union country should be placed in special holding centres under restrictive conditions.
