Mr Trump's appearance at a July 16 summit with Mr Putin in Helsinki drew a fierce backlash in the United States after he shied away from blaming the Russian leader for interference into the 2016 election.

Pompeo said he had personally told top Russian officials that there will be "severe consequences" for any interference in US elections or the American democratic process.

Trump has repeatedly declined to hold Putin accountable for annexing Crimea, pointing to former President Barack Obama instead for allowing it to happen under his watch.

"This same president with which you seem to express such a deep concern is engaged in a massive defense buildup, which threatens Vladimir Putin's regime", Pompeo told Democratic senators.
