While the typhoon is not expected to make a direct hit on Tokyo, its path will take it over the cities of Osaka and Kyoto before it heads out to sea, according to the meteorological agency.

Universal Studios Japan, a popular amusement park near Osaka, is closed.

Local media reported two deaths in the storm, including a 71-year-old man killed in western Shiga prefecture after being trapped under a warehouse that collapsed in strong wind.

JR West also suspended runs on all local lines in the area around Kyoto, Kobe and Osaka before noon.

Jebi, which made landfall in western areas of the country, brought heavy rain and winds of up to 172kmph.

Packing winds of up to 216km/h, Jebi is now hovering near Anan city in Tokushima Prefecture. Four people were hurt as a roof fell on them on a street in Hachioji, western Tokyo. Several trucks on the Meishin Highway also turned over. Another truck was almost blown off a bridge connecting Shikoku island and the main island of Honshu.

A powerful typhoon slammed into western Japan on Tuesday, causing heavy rain to flood the region's main offshore worldwide airport and strong winds to blow a tanker into a bridge, disrupting land and air travel. The bridge was damaged but the tanker was empty and none of its crew was injured, the coast guard said.

High winds and heavy rain whipped the Japanese cities of Kobe and Osaka and surrounding areas Tuesday as a powerful typhoon made landfall, disrupting train service and air travel.

As of 8 p.m. Tuesday, Jebi was traveling at a speed of 75 kph over the sea off Sado Island, and packing winds of up to 180 kph with an atmospheric pressure of 970 hectopascals at its center.

Jebi - whose name means "swallow" in Korean - was briefly a super typhoon and is the latest storm to hit Japan this summer following rains, landslides, floods and record-breaking heat that killed hundreds of people.

Prime Minister Shinzo Abe convened an emergency meeting and called on people "to take action to protect your lives, including preparing and evacuating early".

The centre of Jebi was about 100 kilometres west-northwest of Sado in Niigata prefecture, central Japan, and heading north-northeast, NHK said.

Transportation operations and businesses were significantly affected by the typhoon.

ANA Holdings Inc. and Japan Airlines Co cancelled a total of 585 domestic and 13 global flights, and Prime Minister Shinzo Abe cancelled a planned trip to Fukuoka in the southern island of Kyushu to deal with the disaster response.
