"The agreement could have a major impact on the USA sanctions strategy against North Korea and U.S".

Foreign Minister Kang Kyung-wha had said on Wednesday that Seoul was considering lifting measures applied after a deadly attack in 2010.

The stark difference in messaging has exposed a long-simmering rift between South Korea and the USA over how to deal with North Korea. New investment in the North has been banned, and North Korean ships are not allowed to use shipping lanes in the South.

U.S. President Donald Trump said on Tuesday his second summit with North Korean leader Kim Jong Un would be held after U.S. congressional elections on November 6.

Later on Wednesday, Trump responded to Kang's comments, telling reporters, "They won't do it without our approval". "They do nothing without our approval".

"Still, the government is maintaining a flexible stance (in enforcing the measures) under the circumstances we conduct inter-Korean projects amid improving relations between South Korea and North Korea", he said, adding the previous conservative governments also did so.

Cho added that the 2010 sanctions would never be lifted until North Korea admitted that it was behind the attack, saying, "At the current stage, I think it's a little early for us to call for the lifting or easing of the United Nations sanctions". North Korea has fiercely denied it sunk the Cheonan warship, an attack that killed 46 South Korean sailors.

Kang replied "Yes" on Wednesday when a lawmaker asked her whether a Japanese media report was correct that Pompeo had complained strongly about the agreement, which was announced during a summit between the Koreas in Pyongyang last month. Kang was not specific but her comments are likely to fuel speculation Washington wasn't fully on board before Seoul signed the agreement.

The North Korean leader had told Mr Moon about his plan when the two met last month.

Despite the current mood of detente and negotiation between the Koreas, the removal of sanctions would be a hard decision for Seoul's government. Still, the lifting of the 2010 sanctions could offer at least some tangible benefits to the North.

While Washington holds a veto on the UN Security Council - meaning it can prevent motions to alter global sanctions - it has no power over Seoul's policies, which include a range of bilateral sanctions against North Korea.

While some in the U.S. administration have indicated that denuclearization could be completed within the lifespan of the Trump administration, some experts say it could take more than a decade - assuming it is faithfully implemented, which many doubt.
