The vehicle apparently struck two pedestrians and an unoccupied SUV in the store's parking lot before ending up in a shallow ravine.

The limousine involved in the deadliest transport accident in the United States for almost a decade had failed inspection and the driver was not properly licensed, a top official said Monday.

Three years ago, four women were killed in a limousine on Long Island as they toured wineries when the vehicle was hit by a truck.

The gathering was to celebrate Amy King-Steenburg's 30th birthday.

The limo company has been identified as Prestige Limousine Chauffeur Service in Gansevoort, New York, according to an official with knowledge of the investigation.

A driver and the front-seat passenger are required to wear seat belts inside stretch limousines, but not the back-seat passengers, police said Sunday.

"I don't know if this a situation where we can find a new law or a new regulation", Cuomo said.

Before the limousine crashed, one of the victims, Erin McGowan, texted a friend that the limousine appeared to have engine trouble, the New York Times reported: "The motor is making everyone deaf", she said.

In a Facebook post on Saturday, the Apple Barrel Country Store thanked emergency responders for their actions in the aftermath of the "horrific" accident. She was a teacher in the Amsterdam School District, reported The New York Times.

"They were two very young, handsome people" who "had everything going for them".

Erin McGowan, 34, who died along with her newlywed husband Shane, 30, had sent a text message to her cousin questioning the car's condition roughly 20 minutes before the fatal crash, her aunt said. An older vehicle like the 2001 Excursion stretch limo did not have side-impact or curtain airbags from the factory, so you can bet there were no airbags for any of the passengers in this horrific crash, either.

Steenburg died along with his brother, Axel.
