NOAA Predicts Warmer Winter for Much of the US

"There's a 70-to-75 percent chance El Nino will develop in the next few months".

No part of the United States is expected to have below-average temperatures, according to the outlook.

El Nino is a fluctuation of temperature of surface layer water in the Equatorial Pacific ocean has a significant influence on climate. In other words, if this pans out, weather like we've seen the past couple weeks (hopefully sans flooding) may be more frequent than most winters.

An overall mild winter is expected when it comes to temperatures, with most of the US expected to see warmer than normal temperatures, some much warmer than normal, according to the NOAA outlook from its Climate Prediction Center.

It also said that wetter-than-average conditions are likely across the southern part of the USA, and up into the Mid-Atlantic.

Mike Halpert, Deputy Director of NOAA's Climate Prediction Center, says their forecast calls for above average temperatures and below average precipitation for both the Lower and Upper Peninsula.

Precipitation is expected to be above normal across the southern tier of the U.S., extending up into the Mid-Atlantic. The chances are highest in southeastern Georgia and much of northern and central Florida.

- Drier-than-average conditions are most likely in parts of the northern Rockies and Northern Plains, as well as in the Great Lakes and northern Ohio Valley.

- Warmer-than-normal conditions are anticipated across much of the northern and western USA, with the greatest likelihood in Alaska and from the Pacific Northwest to the Northern Plains.

Little precipitation is expected in southern California, Arizona, new Mexico, in the southern areas of Utah and Colorado.

NOAA's seasonal outlooks give the likelihood that temperatures and precipitation will be above-, near- or below-average, and how drought conditions are expected to change, but the outlook does not project seasonal snowfall accumulations.

Tampa meteorologist Jennifer Hubbard said the Tampa Bay area can except mostly the same, with mild winter temperatures near or slightly above average, as well as more rain than usual.

"Even on a warming planet", he said, "it doesn't mean winter goes away and it's never cold again".

NOAA will provide an update to the forecast in November.
