A USA think tank said on Monday it had identified at least 13 of an estimated 20 active, undeclared missile bases inside North Korea, underscoring the challenge for American negotiators hoping to persuadeKim to give up his weapons programs.

North Korea's official KCNA news agency identified the American as Bruce Byron Lowrance and said that he had told his captors that he was controlled by the CIA.

A meeting in NY planned this month between US Secretary of State Mike Pompeo and North Korea's Kim Yong Chol, a senior aide to Kim, was postponed.

North Korea announced it will deport an American citizen it detained one month ago for illegally entering the country.

Businesspeople in Japan and the United States - two countries with major ethnic Korean populations - are also prevented from doing business in North Korea by UN sanctions.

"North Korea is trying to show its soldiers that they are becoming high-tech and keeping a certain level of military capability, while trying to eliminate dissatisfaction and worries inside its military", he added.

The Korean Central Broadcasting Station said that Kim visited a testing site at a national defense institute and inspected the test of the unspecified new tactical weapon.

Worldwide weapons experts said the officials around Kim included a leader of the artillery corps of the Korean People's Army.

North Korean negotiator Kim Yong-chol cancelled a planned meeting with Secretary of State Mike Pompeo in NY last week at the last minute.

Diplomacy has stalled since a summit between Mr Kim and the United States president, with Washington pushing for more action on nuclear disarmament and the North insisting that the USA first approve a peace declaration formally ending the Korean War and lift sanctions.

With negotiations between Pyongyang and Washington appearing to have stalled, the hermit nation's first mention of the development of a new weapon in months threatens to sour the political atmosphere.

In separate meetings in Singapore, both Pence and Japanese Prime Minister Shinzo Abe, a close U.S. ally who has sought, but not been granted talks with North Korea, called for ASEAN to maintain firm sanctions pressure on North Korea.

Pyongyang has increasingly expressed frustrations at Washington's refusal to ease sanctions, and recently threatened to restart development of its nuclear weapons if more concessions were not made.

The news, which came nearly a year after Pyongyang's last test of an intercontinental ballistic missile, recalled the repeated announcements of 2017.
