  • South Korea to send trains to North Korea in joint survey to connect railways separated since Korean War

Cho Myoung-gyon, who heads the Unification Ministry which oversees relations with North Korea, said the project was "intended to overcome division and open a new future of the Korean Peninsula".

The last defection involving North Koreans occurred in May when two civilians aboard a small boat fled to the South across the Yellow Sea.

South Korean soldiers escorted the defector to safety after finding him moving south of the eastern side of the military demarcation line that bisects the Koreas, South Korea's Joint Chiefs of Staff said in a statement.

Last month, US State Secretary Mike Pompeo's planned meeting with a senior North Korean official was canceled at the last minute. Most North Koreans choose to flee across China, which shares a 100-kilometer land border with North Korea.

The document does not identify "Individual 1", but according to people familiar with the case, that person is President Trump. Trump revived the idea in 2013 during his visit to Moscow as owner of the Miss Universe pageant.

After Trump and Kim met in Singapore in June, negotiations between Washington and Pyongyang have stalled due to differences on the scale of denuclearization, US sanctions, and whether to issue a war-ending declaration, among others.

Those events, combined with a recent North Korean threat to renew overt nuclear development should Washington continue opposing sanctions relief, suggested to many analysts that the countries are having problems seeing eye-to-eye, calling into question when a second summit might take place. He also said his administration is ready to lift the sanctions on North Korea, but asserted that Pyongyang has to be "responsive" to Washington. They have also begun work to reconnect a train line and fix another rail link across the border.

After Trump and Kim agreed to work towards the denuclearization of the Korean peninsula in the first summit, progress has been largely symbolic owing to the absence of a clear route map for disarmament.

On Friday, a South Korean train crossed the North Korean border for the first time in a decade; it will be used in a field study on the possibilities for renovating the North's decrepit rail system. Moon and Kim specifically agreed to hold a tape-cutting ceremony by the end of this year to mark the beginning of an inter-Korean project connecting roads and railways between the two countries.

A South Korean train rolled across the heavily militarized frontier into North Korea for the first time in a decade Friday, as Seoul pushed ahead with a plan to reunite the two railway networks despite heavy United Nations sanctions.
