Donald Trump has threatened to declare a national emergency in order to build a wall on the U.S. southern border without congressional approval after failing to reach a deal with lawmakers to reopen the federal government which has been partially shut down for two weeks. In an interview that aired Thursday morning, Pelosi said that she will withhold a decision until Special Counsel Robert Mueller issues his report in the Russian Federation investigation. Democrats familiar with the meeting said the White House position was "untenable".
"I think some of our new members probably don't realize that you are always on, that when you are a member of Congress, there's always someone listening", said Rep. Jan Schakowsky, D-Ill.
Trump had campaigned on the promise that Mexico would pay for the wall.
"What matters to me is that he recognized the Congress of the United States is the first branch of government, that we're a co-equal branch of government and that we are, we represent the people", Pelosi said.
Congressional Democrats have vowed not to give the USA leader any money for the wall.
Trump's acting chief of staff Mick Mulvaney toldCNN on Sunday that Democratic negotiators seemed to have come to the talks Saturday "to stall".
Intelligence Committee Chairman Adam Schiff called it a "non-starter".
Trump threatened again, without providing specifics on where the funding would originate, to declare a national emergency as an alternative way to build the wall, depending on the outcome of talks in the coming days.

Her statement said Democrats would "begin passing individual appropriations bills to re-open all government agencies, starting with the appropriations bill that covers the Department of the Treasury and the Internal Revenue Service". Trump said Democrats "don't like concrete, so we'll give them steel".
Trump, who was not part of the negotiations, spent Saturday morning tweeting about the partial shutdown and border wall.
"The barrier, or the wall, can be of steel instead of concrete, if that helps people".
He tells reporters as he departs the White House for meetings at Camp David that he'll be asking the companies to design "a attractive steel product" and "we'll use that as our barrier".
Trump said, however, that he expected "very serious talks" early this week and that he "can relate" to federal workers affected by the shutdown. A day earlier, the president had tweeted that he didn't care that "most of the workers not getting paid are Democrats".
Previous attempts to pass legislation pairing border security funding with a pathway for citizenship for "Dreamers", though, have failed to secure passage in the Senate.
